Lotrich files civil complaint against county

Former Socorro County Manager Andrew “Andy” Lotrich filed a civil complaint against Socorro County for $34,057 for an alleged violation of wage payments.

“It is unfortunate that I had to reluctantly file this claim. However, elected officials should be held to account when they violate State Wage Laws.” Lotrich wrote in a statement. “Upon a verdict in my favor, I would hope the board members would pay the penalty out of their own pockets rather than relying on the tax-payers to yet again bail them out.”

Lotrich, whose tenure began on July 10, 2024, was unanimously terminated from his contract at a special meeting held on October 31, 2025.

All county commissioners were present and voted in favor of the termination. Lotrich was not present for the vote and a reason for his termination was never made public.

According to Lotrich he attempted to resolve the alleged violation issue before filing at a lower expense.

Joseph Chavez, the new Socorro County Manager hired in January, stated he could not comment on the lawsuit. However, he was able to share his personal perspective and experience regarding his understanding of contractual employment within county government.

“I know I’m in a contract position. So at any time, if it’s a three to vote on the commission saying they either want to keep you or let you go, that’s all established in the contract we signed,” Chavez said.

He said it’s the nature of the job.

The complaint was filed on March 10 in the 7th Judicial Court and assigned to Judge Roscoe Woods.
